One of my colleagues, a high school English teacher, made his class take a test in just these sorts of things, and they had to take it until they passed with a perfect score or they couldn't pass his class. They hated it, but he was doing them a favor.
I like good grammar, but even more important is being able to express thoughts well, and very few of my students, even high achievers, could do this. It was scary. Most of them couldn't write a coherent sentence, and this was at an academically high-ranking school.
There was a strong link between students who read for pleasure, and students who could write. Most students never read unless they had to. Sad.
